This position is located in the Department of Homeland Security (DHS), Chief Security Officer (CSO) in the management of programs and operations of the Office of the Chief Security Officer (OCSO). As the Executive Director -Headquarters Support you will be primarily responsible for implementing DHS-wide security authorities in the areas of personnel security, physical security, administrative security, special security, internal security investigations, identity management and security training and awareness. 

Duties

As the Executive Director - Headquarters Support, you will:       

Establish and maintain effective working relationships with counterparts in the security, law enforcement, and intelligence communities.

Direct the development and enforcement of security policies in compliance with Federal regulations and standards.

Coordinate security measures at DHS HQ facilities necessary for visiting dignitaries, foreign heads of state, and other personnel requiring heightened security measures.

Develop security compliance and verification programs consisting of vulnerability assessments and penetration testing.

Develop and maintain a DHS Headquarters incident response plan, incident response team, and educate DHS personnel to detect, report and respond appropriately to emergency incidents.

Interact and coordinate with law enforcement and investigations elements within and outside the agency in response criminal incidents involving DHS personnel and resources.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Technical Qualification(s) - Mandatory

TQ-1:  Demonstrated experience in policy and procedures development, and delivery of essential security services, including physical, personnel, sensitive compartmented information protection, security education and training, and emergency management programs to a large, physically-dispersed, multi-agency population.

TQ-2: Demonstrated experience evaluating and recommending new proposals for security projects and initiatives, which enhance the efficiency and effectiveness of the delivery of the above security services through the modification and adaptation of evolving security industry technology and public/private sector best practices.

Ability to obtain a Top Secret/SCI clearance is required for this position.
