The Director, Cooperative Threat Reduction Department makes the world safer by leading worldwide efforts to reduce, eliminate, and safeguard weapons of mass destruction in cooperative environments.

The Defense Threat Reduction Agency (DTRA) safeguards America and its allies from weapons of mass destruction (WMD) (chemical, biological, radiological, nuclear) and high yield explosives (CBRNE) and enables the Department of Defense (DoD) actions to counter improvised threats by providing capabilities to reduce, eliminate, and counter improvised threats and mitigate effects.  In order to adapt and shape the dynamic Global Security Environment, DTRA develops new, and continues to expand existing, bilateral and multilateral engagements, supports the cooperative elimination of WMD threat abroad, improves the security and accountability of vulnerable nuclear, biological and chemical material globally, continues to strengthen inter agency and international partnerships, and continues to improve strategic global situational awareness to respond to emerging threats. Additionally, DTRA provides counter WMD capabilities to meet current threats and challenges by enhancing Combatant Commanders' ability to eliminate and respond to WMD threats and vulnerabilities to provide operational and technical support for a safe, secure, and effective nuclear deterrent, to develop a robust reach back capability to facilitate United States Government counter WMD operations, and to develop analytical tools and technology to detect, characterize, confront, defeat, protect against and remediate the full spectrum of CBRNE threats. DTRA enables the Department to counter improvised threats with tactical responsiveness in support of Combatant Commanders' efforts to prepare for, and adapt to, battlefield surprise in support of counterĀ­ terrorism (CT), counter-insurgency (COIN), and other related mission areas, including counter-improvised explosive devices (C-IED).

The Director, Cooperative Threat Reduction Department (J3CT) reports to the Director, Operations, Readiness, and Exercises Directorate (J3/7), and is responsible for the implementation of DoD's Cooperative Threat Reduction (CTR) Program. The Director leads CTR efforts to prevent the proliferation of WMD related materials, technologies, and expertise from former Soviet Union (FSU) states and all other countries and regions as directed in Public Law, or DoD guidance.  This includes providing for the safe destruction of Soviet era WMD, associated delivery systems, and related infrastructure.  The CTR Program is actively operating in 30 countries.

Duties

As the Director, Cooperative Threat Reduction Department (J3CT) you will be responsible for the following duties:

Provides overall leadership, guidance, and management within the Department with focus on the worldwide CTR mission, and how it interrelates with other DTRA and U.S. Government programs to Counter Weapons of Mass Destruction.

Serves as a DTRA senior leader providing corporate leadership and vision. Provides overall leadership, guidance, and management throughout the J3CT Department. Responsible for effective communications up, down, and across the organization.

Ensures effective execution of Equal Employment Opportunity policies, goals, and objectives. Ensures supervisors and managers evaluate and take actions that are consistent with overall EEO/diversity goals. Ensures DTRA maintains an equal and consistent approach in determining applicant/employee qualifications, selections, assignments, training, promotions, details, discipline, and awards.

Serves as principal advisor to the Director, J3/7 on all technical and programmatic areas related to the CTR program. Develops, executes, and manages the program, to provide long range strategic planning, project acquisition strategy development, project oversight and status reporting, financial management, logistics support, human resource management and administration.

Provides detailed acquisition policy guidance and programmatic directions to the J3CT Department. Establishes and maintains a disciplined project planning, review, and approval process to ensure all U.S. Government and participating host-nation stakeholders understand performance, cost, and schedule risks prior to project initiation.  Further, the incumbent ensures the coordination of efforts in execution of the CTR program and the audit and examination of U.S. provided assistance.

Leads, directs, and represents the DoD in CTR efforts, nation building, and building partner capacity with senior international partners within countries designated as eligible for CTR program execution, including FSU states and non-FSU countries.  Responsible for technical, cost, and schedule performance of current and future projects designed to eliminate or improve the security of nuclear and chemical weapons, dangerous biological materials, strategic delivery systems, and associated expertise and infrastructure, and improving host-nation capabilities to detect and interdict smuggling activities.


Provides advice on the major planning and program elements of the CTR Program to the Director, J3/7
and DTRA's Director, Executive Director, Deputy Director and other DoD  leaders.

Advises and provides technical and expert support to the Director, J3/7 and DTRA's Director, Executive Director, Deputy Director and other DoD leaders in the development of CTR projects and in the negotiation of implementing agreements between the U.S. and recipient nations. Provides appropriate recommendations for future projects and resource requirements for the budget and program years.

Presents program implementation status to members of Congress and their personal and committee staffs. Provides staff papers, briefings, and congressional testimony on behalf of the program regarding CTR execution and implementation matters.

Coordinates CTR implementation issues within Interagency working groups of the National Security Staff, between the DoD and other federal entities, with key military and civilian officials of the DoD, and with representatives of the business community, non-governmental organizations, and academia.

    You must be a U.S. citizen. This is a drug testing designated position. Must obtain/maintain a Special Sensitive/Top Secret SCI security clearance. This is a Senior Executive Service (SES) position.

Qualifications

QUALIFICATIONS REQUIRED:

You must have 1 year of specialized experience at a level close to the work of the position that has given you particular knowledge, skills, and abilities required to successfully perform the requirements of the position.  Typically this type of experience would be found within this field or a field that is closely related.

To meet the minimum qualification requirements for this position, you must show that you possess the three mandatory Technical Qualifications and the five Executive Core Qualifications.

TECHNICAL  QUALIFICATIONS (TQs):

1. Demonstrated ability to lead a large organization of professional and technical members in Cooperative Threat Reduction (CTR) management functions. Must have experience in organizational administration, oversight of subordinate organizations, and coordination and interaction of activities with a wide variety of Federal and private organizations, nationally and internationally.

2. Extensive experience in program formulation, defense, and execution to include all phases of the Planning, Programming, Budgeting and Execution cycle or equivalent large scale budgeting system.

3. Knowledge of operations involving WMD threat reduction programs, including nuclear, chemical, biological and radiological weapons.

In addition, the Department of Defense (DoD) requires an Enterprise Perspective consisting of a broad point of view and awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.  A separate statement is not required to address the DoD Enterprise Perspective this experience should be reflected in your resume and ECQ narratives.

DEFENSE ACQUISITION WORKFORCE POSITION:

This is an Acquisition, Technology and Logistics Workforce Critical Acquisition Position in the Program Management career field.  The incumbent will be required to become certified, Level III in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months. The incumbent must meet requirements for membership in the DoD Acquisition Corps immediately upon assuming the position unless a Position Requirements Waiver is approved. The Selectee for this position will be required to sign a written agreement to remain in this critical acquisition position for a minimum of 3 years.  The incumbent of this position must also complete training required for Level III International Acquisition Career Path (IACP) within 24 months.

BACKGROUND INVESTIGATION: This position is designated as special sensitive and requires that a background investigation be conducted and favorably adjudicated in order to establish eligibility for appropriate security clearances.


This position is designated special sensitive as defined in DoD 5200.2-R. "Personnel Security Program," and therefore requires a personnel security investigation to be adjudicated for security eligibility on a pre-appointment basis.  This requirement may take 120 days or longer to process.  The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be able for a Top Secret clearance and access to sensitive compartmented information (SCI).

 
FINANCIAL DISCLOSURE:  Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE 278), upon assuming an SES position. This must be submitted annually and upon termination of employment.


MOBILITY AGREEMENT: All newly appointed Career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES.
